Petanque (pronounced [pe.ta:k] in French) is a form of boules where the goal is, while standing with the feet together in a small circle, to throw metal balls as close as possible to a small wooden ball called a cochonnet (jack). The game is normally played on hard dirt or gravel, but can also be played on grass or other surfaces. Sandy beaches are not suitable. Similar games are bocce and bowls.

The Theme Song of 2009 SEA Games had been announced at June 21, 2009 and the song The Spirit of the Flame – Written and performed by Sam Intharaphithak – was selected as Theme Song of 2009 SEA Games.

The 25th Southeast Asian SEA Games 2009 is scheduled to be held in Vientiane, Laos, in 2009.

JAKARTA - Indonesia bisa sedikit bernafas lega setelah tiga cabang olahraga tambahan bisa dimainkan pada SEA Games XXV 2009, Laos. Cabang olahraga panahan, angkat besi dan balap sepeda akan dipertandingkan di pesta olahraga se-Asia Tenggara.Harapan Indonesia sebenarnya ada enam cabang tambahan yang bisa dipertandingkan tahun depan. Selain tiga cabang di atas, perahu naga, kano dan perahu tradisional sempat diperjuangkan. Namun, Olympic Council of Asia (OCA) hanya meloloskan panahan, angkat besi dan balap sepeda. Sementara, olahraga dayung tidak diloloskan.Tidak dipertandingkannya olahraga dayung, bukan tanpa alasan. Ketua KONI/KOI Rita Subowo menjelaskan jika perahu naga, kano dan perahu tradisional sebenarnya hampir menjadi cabor di SEA Games. Namun, kondisi alam di Laos tidak memungkinkan untuk memainkan itu."Debit air di sana sedang berkurang pada saat SEA Games diselenggarakan. Jadi pertandingan olahraga dayung tidak bisa dilaksanakan. Sebenarnya kita masih menunggu hingga hari ini, hanya saya rasa keputusan 25 cabor dengan tambahan tiga cabor sudah final," jelas Rita Subowo, Kamis (13/11/2008), yang ditemui di kantor pusat KONI.Kategori I adalah atletik dan aquatik (termasuk renang, menyelam dan polo air). Sementara kategori II adalah bulutangkis, billiar, tinju, sepakbola (putra dan putri), golf, judo, karate-do, sepak takraw, menembak, tenis meja, taekwondo, tenis, bola voli (in-door dan pantai), gulat dan wushu. Pada kategori III, muay thai, pentanque, pencak silat dan shuttle cock. Serta cabang tambahan, sepeda, panahan dan angkat besi.Regulasi lain yang akan diterapkan di Laos nanti adalah, pembatasan peserta pada setiap cabor. Untuk satu cabor, setiap negara hanya diperbolehkan menurunkan empat nomor. Keputusan ini diambil agar tidak ada lagi sapu bersih dalam setiap cabor.Mengenai target kontingen Indonesia, seperti biasa Rita Subowo mencoba bersikap diplomatis. "Jika bicara target saya hanya bisa mengatakan semoga SEA Games nanti akan lebih baik dari SEA Games sebelumnya," tutup Rita.

I was delighted to see so many Lao fans in the stadium all shouting for us. This is just great for our players,” Mr Viphet said. He asked football fans to continue to cheer on the players, saying their support would make them stronger and better able to fight for their country. Lao hopes are also riding with the women's football team. Lao Women's Football Team Manager Ms Valy Vessaphong said she had asked Myanmar to send a team for a friendly game in Laos before the SEA Games but they declined, saying they were too busy. “This will be a big match because we've never met them since we lost to them 0-6 at the 24th SEA Games. But now things are different. Our players have improved and are ready for their first match,” Ms Valy said. She said Myanmar might not be aware of how much the Lao team had improved and Laos also didn't know, but the match would be the true testing ground. After today's match against Myanmar , the women's team will play Thailand on December 8, Malaysia on December 11 and Vietnam on December 13. December 16 will be the final day of the tournament. Matches will take place at the National University of Laos and the Chao Anouvong Stadium. The men's football team begins its campaign tomorrow against Myanmar and will face Indonesia on December 7 and Singapore on December 10 at the National Stadium and Chao Anouvong Stadium.

The full-dress rehearsal of the opening ceremony of the 25th edition of the SEA Games this evening at the Main Stadium is a welcome teaser for the main event which will be held at the same venue on Dec 9. With tickets to the grand opening ceremony already sold out, the organising committee’s decision to allow fans, supporters and enthusiasts the chance to get a taste of what’s to come should certainly be lauded. Since the Main Stadium could only accommodate up to 20,000 spectators, the full dress rehearsal today will at least give the populace the chance of getting a glimpse come 9 Dec. Just to show their enthusiasm, spectators already began making their way into the stadium, situated some 16km out of the capital city of Vientiane, as early as three hours before the start. The event began with an assembly of songs before the choir of the Department of Performing Arts began their ensemble with four popular traditional songs. First up was the National Flower Cham Pa Muong Lao song, to be followed by the Land of Freedom song, the Mother Land song and then with a chorus of a number simply called, Sabaidee or welcome in Lao.
Full-dress rehearsal of the opening ceremony of the 25th edition of the SEA GamesFollowing the announcement of the arrivals of Loas dignitaries, government leaders and VIP guests, the ceremony moved into the parade of athletes who were ushered in by a chorus of the Laos Police Band. The march past then began with the contingent from Brunei Darussalam and culminates with the participants from Laos which was followed by a tumultuous roar of approval from the stand. The taking of the SEA Games oath was preceded by the raising of the Laos national flag - just before the mock run into the stadium by former athletes for the lighting of the SEA Games flame. The much anticipated main event of the cultural and artistic performance then took over with a laser show drumming in as the more than 1,600 dancers take turn to entertain the spectators - much to the satisfaction of all those who attended the event as they gave a rapturous applause at the end.

Vietnam picked up their first three points in Group A of the men’s football event when they beat Timor Leste 4-0 in the second match that was played at the Cha Anu Vong Stadium. Vietnam, who had held Thailand to a 1-1 draw in their first game two days ago, struggled somewhat in the first half as Timor tightened up their defence to put the score all even at 0-0. The Timorese, who were slugged 11-0 by Malaysia in their opening game, were a lot more composed and restricted Vietnam to several shots from outside the box. Thai striker Sompong Soleb put their disappointment behind them when they beat Cambodia 4-0 to pick up their first three points of the men’s football event at the SEA Games in the match that was played at the Chao Anu Vong Stadium. The defending champions, who had romped to the men’s football crown for the last editions of the SEA Games since 1993, did not get the start they wanted in their first game in Group A two days ago when they were held to a 1-1 draw by Vietnam. But this evening, there was no comeback for Cambodia as Thailand easily took a 3-0 lead at the half. The porous Cambodian defence just could not withstood the onslaught of the physically superior Thai side conceding their first goal of the competition in the 19th minute. Off a Arthit Sunthornphit’s cross from the left, striker Sompong Soleb headed home from close range to give Cambodian keeper Samrith Seiha no chance at all. Cambodia attempted to win the possession in midfield but with the influential Khim Borey tightly marked, there was little chance for them to find the equaliser. And Thailand bide their time before delivering the killer blow with two quick goals just before the break. The first was almost identical to the first Thai goal but this time Arthit’s goal was put away by striker Kirati Keawsombut. Seconds later, Sompong grabbed his second of the afternoon when he blasted in from close range to make sure that the cross from Theerathon Bunmathon was not wasted. And Thailand could not have began the second half on a better note then to finish off their opponent with the fourth goal off the game - with Sompong completing his hat-trick in the 49th minute with a well-taken grounder from inside the box. Comfortably in front, the Thais step off the gas somewhat to allow Cambodia more space but with their defence being sturdy as it is, Thailand were in no danger of being caught out. SEA Games 2009 .the rehearsal for the Opening/Closing Ceremony

It was a close call between the final Youth Olympic Games host contenders Singapore and Moscow. As suggested by the votes of 53 to 44. The island-nation erupted into a collective delirium although there were skeptics amongst the citizens. There are many factors that worked in Singapore's favour which will be further discussed.

To begin with, Singapore did not see itself in contention as recently as July 2007. The Prime Minister believed it was not ready to host the Games. Firstly, the National Stadium was only demolished last year to make way for a new complex. The Singapore Sports Hub, where the Stadium is located is expected to be completed only in 2011.

The city-state may not have any prior record in hosting events the magnitude of the Olympics. However, it has hosted a regional biennial sporting meet thrice. Hence, Singapore is very much experienced in the planning and organising the logistics involved. The biennial event is the Southeast Asian Peninsula [SEAP] Games in 1973; and its successor, the Southeast Asian [SEA] Games in 1983 and 1993.

But in true Singaporean fashion, everyone from the various government agencies, the various corporations and the man in the street rallied together. Ensuring the Youth Olympics Games come to these shores.

What worked towards Singapore's favour? Chiefly amongst which is the emphasis on youth and efficiency. The Bid included integrated sports, youth and cultural educational programmes. Even the official website has "youth" and "vibrancy" stamped all over. As reflected by the music and that cute animated Olympic flame-carrying mascot.

Other factors that come into play:

* Singapore's reputation for delivering results on time and beyond expectations

* Singapore's compactness means travelling between sporting venues takes up at most 30 minutes

* Advanced physical infrastructures, namely transport and technological

* Singapore's multi-racial, multi-cultural and multi-religious background

* The much-vouched safe and secure environment due to harsh legal penalties that are in place

* English is widely spoken and understood as it is Singapore's business and official language

As such, Games participants, their families/chaperones, the international media and dignitaries may just encounter minimal problems during their stay. In the cosmopolitan city which is recently ranked second, after the United States in terms of Most Competitive Economy. With that said, the tagline "Blazing the Trail" is not only apt for Singapore. But for future Youth Olympic host cities too.

Events Vietnam hopes to win medals

There are quite a lot of sporting events Vietnam hopes to win medals, including boxing (16 sets of medals), Muay Thai (14 sets of medals). These are two events Vietnam once brought home gold medals at the Asian Championship but has not won the title at any Southeast Asian championship.

Although the Vietnamese athletes once won golds in sepak takraw, petanque, volleyball, football at Asian Games, it is very difficult for them to defeat the Thai athletes at this games.

Four events Vietnam are less likely to win golds

These are badminton, golf, table tennis and tennis.

Golf is the only event at the 25th SEA Games Vietnam will join through the fund from the Vietnam Golf Association. With the current level of the Vietnamese golfers, it will take a long time to be able to win medals in this event.

In badminton, Nguyen Tien Minh is among the world’s top 10 best players but it is very difficult for the Vietnamese badminton star to win over his higher ranking rivals from Malaysian and Indonesia.

In table tennis, since Singapore granted the Singaporean citizenship to series of top players from China, wining a bronze has become very valuable for Vietnam.

Apart from four events: badminton, golf, table tennis and tennis, the Vietnamese Sports Delegation is able to win gold medals in all 21 events it will compete out of 25 events at the 25th SEA Games hosted by Laos.

Vietnam’s strength is martial arts

At any Olympic games, athletics and swimming are always the events with the most set of medals. However, these compulsory sporting events are not the Vietnamese athletes’ strength.

In the swimming event, only Nguyen Huu Viet has enough ability to compete for a gold in men's 100m breaststroke. This year, it is possible for him to grab two golds because his recent performance in 200m breaststroke is very impressive.

If all of the four good swimmers: Viet, Long, Hai and Nguyen maintain their performances forms as they did at the past AIG 3, it is possible that for the first time in the history, Vietnam will win three golds in the swimming event at a SEA Games.

Vietnam also has opportunities to win gold medals in springboard.

In the track and field event, there remain only three athletes who are able to snatch golds. They are female runner Vu Thi Huong (100m and 200m), female runner Truong Thanh Hang (800m and 1.500m) and Vu Van Huyen (decathlon).

Meanwhile, many athletes who once won golds or were the favourites such as Bui Thi Nhung and Nguyen Duy Bang (high jump), male runner Nguyen Dinh Cuong (800m and 1.500m) and Le Thi Phuong (pole-vault) were defeated by the athletes from Thailand and Malaysia in recent championships such as AIG 3 and the 2009 Asian Championship.

As a result, of 86 sets of medals in the athletics and swimming events, Vietnam can only grab 10% of the number of medals.

However, the Vietnamese athletes are able to take the lead in a lot of events at the 25th SEA Games, of which Vietnam’s strength is still the martial arts.

There are 21 sets of medals in wrestling and Vietnam hopes to win two thirds of the number of gold medals. In wushu, there are also 21 sets of medals. Vice Chairman of the Vietnam National Olympic Committee confirmed that Vietnam is certain to take the first place in this event. 19 sets of medals in pencak silat, For 19 sets of medals in karatedo and 18 sets of medals in judo, Vietnam has a lot of opportunities to win. Taekwondo used to be Vietnam’s quite strong sporting event, but in the past games, Vietnam only brought home 3 golds. There are 21 sets of medals in this event at the 25th SEA Games.

In shooting – the third most sets of medals at the games (34 sets) – it is expected that Vietnamese shooters will win much more than 8 golds Vietnam grabbed two years ago.

In the last November, the Vietnam national shooting team snatched 28 golds, topping the Southeast Asia Shooting Championship.

Other events Vietnam will be able to win many medals are the diving with 16 sets of medals, the shuttle co-ck with seven sets of medals and the weightlifting with 15 sets of medals.Latin American Dating

Backpackers head south to get drunk and float down the river that skirts the village of Vang Vieng. More sophisticated travellers zero in on Laos’ luxurious capital, Vientiane, usually before a visit to Luang Prabang.

Unusually for a capital, Vientiane lies just over a border – the one with Thailand, just across the Friendship Bridge. The influence that shines through most brightly, however, is French.

For a start, the name is gallicised. The original name, Viangchan, which means ‘City of the Moon’ in the native Lao language, proved too tricky for the French tongue.

Expect French food, French flowers (marigolds), even the Arc de Triomphe – well, a monstrous concrete mockup, known as the Victory Arch. Dubbed the Vertical Runway because it was built with cement donated by the United States in 1969 for airport construction, the arch is a touch taller than the original, to spite the French, but unfinished.

A sign blames this on Laos’ tumultuous history, presumably meaning the punishment inflicted by the French, Japanese, Chinese, Burmese, Vietnamese, Thais and Americans. But all that was a while back. Even the sign itself recognizes the monument’s deficiencies, calling it a ‘monster of concrete’. No spin here. Cynics may wonder why the landlocked Communist state still cannot get its act together and finish the job. The decrepitude which the arch epitomises also extends to the streets, so be careful not to step in a pothole or sewer.

Be careful too of the tuk-tuk drivers, who are as enterprising as any you will meet in Asia. Always fix a price and clarify your destination before you jump in. Otherwise, expect to be taken to the wrong side of town for rather more Kip - the not-quite-worthless currency - than you care to cough up.

The perfect remedy for a white-knuckle tuk-tuk ride is a session at one of Vientiane’s many excellent and ridiculously cheap spas. For a flurry of Kip you can experience a massage far less brutal than the kind meted out by Thai pampering pugilists - and in much more atmospheric surroundings.

Blessed with bags of Indochinese style and with the cheeriest of residents, Vientiane blends Gallic flair with Asian mystique. This style also influences and permeates the sauces and aromas of the exquisite cuisine available in the world-class French restaurants at Fountain Square. For those travellers who are heartily sick of the sweet and sickly white wheat products falsely posturing as ‘bread’ across almost all of SE Asia, the lunch baguettes and breakfast croissants available throughout most of Laos will make a most welcome change.

The culinary alternative to Fountain Square is the Mekong. Its near bank is lined with scores of cheaper but still good Asian restaurants where diners lounge on mats and watch the sun set over the river while sipping a cold Beer Lao, the default and delicious state brew.

If you can tear yourself away from Vientiane’s culinary attractions, then maybe visit the Lao National History Museum. Set on the high street, it sounds and looks boring, but is brought to life by its jargon of jingoistic rage against the invader. Check out the photos of sniper peasants and the displays of chunky guns. ‘Weapons ordered by the US imperialists for its puppets,’ one caption screams.

If your spine can handle the bone-jarring 24 km ride, then take a trip from Vientiane to maybe the area’s most memorable attraction: that memory card-consuming icon, Buddha Park sculpture garden. There, tilted at crazy angles, mammoth concrete statues of Buddhist and Hindu gods jostle with fantastical likenesses of real and imaginary beasts. The highlight must be the three-storey giant pumpkin-like representation of Hell, Earth and Heaven, which is entered through the jaws of a demon head. More kitsch than religious, but a fun day out.

Apparently designed by Salvador Dali while drugged beyond his eyeballs, Buddha Park dates back to 1958 and owes its existence to the mystic seer Luang Pu Bunleua Sulilat, who left Laos after the 1975 communist takeover. The park cuts a contrast with the golden and gorgeous downtown temples that stick to the rulebook more but, like Buddha Park, also have a slightly hallucinatory feel about them.

Whilst these attractions are worth a visit, Vientiane lacks the truly monumental and instead captures the senses by its tranquility and idiosyncratic charm. It’s a place to eat, people-watch, relax, get a massage, maybe visit one of the respectable night-clubs. Vientiane lacks vibrancy but, for so many visitors with enough energy expenditure in their everyday lives, this is just what the doctor ordered.

“Vientiane is exceptional, if inconvenient”, wrote Paul Theroux in 1975, “the brothels are cleaner than the hotels, marijuana is cheaper than pipe tobacco, and opium is easier to find than a cold glass of beer”. A lot has changed since 1975: Vientiane is no longer, after a thorough purge by the communist regime, in any way a seedy or a druggy place. Whether this could have been achieved without sending so many people on decade-long sojourns in re-education camps is not something we can give an opinion on, as we would like to one day get visas to visit the country again.

If visiting Thailand, why not visit one of the country’s currently best three beach destinations:

The 25th Southeast Asian Games is scheduled to be held in Vientiane, Laos, in 2009. This will be the first time the country has ever held a Southeast Asian Games. It will also commemorate the 50 years of the SEA Games in the said event.

All facilities at the 25th SEA Games sports complex are now more than 80 percent complete, site manager Kiengkham Phoutchanhthavongsa said yesterday.

“We are confident that construction of all venues at the site will be finished by the end of March. We are now putting the finishing touches to the facilities at each venue, installing furniture and building roads around the complex,” he said.

“When construction is finished, there will be three months of checks of the facilities at all venues in the complex to make sure everything is functioning properly. The schedule of tests runs from April to June, after which we will hand over the complex to the Lao SEA Games Organising Committee.”

The 125-hectare sports complex is located in Dongsanghine village, Xaythany district, Vientiane , and houses the main stadium with a seating capacity of 20,000, which will be used for the football and track and field events and for the opening and closing ceremonies.

Other venues at the site comprise two indoor stadiums, each with a seating capacity of 3,000, an indoor swimming pool, tennis courts, and a shooting range.

Construction began on October 28, 2007, under a contract with the China Yunnan Construction Engineering Group Corporation. The cost of construction is more than US$80 million and has been arranged through a joint cooperation project between the Lao government and the China Development Bank.

The upgrading of other facilities, including indoor and football stadiums to be used for competition and training, is also in progress.

Meanwhile, work has finished on a new sports training centre on an 11-hectare site in Sikeud village, Naxaithong district.

The centre cost more than 35 billion kip (US$4 million) to build, financed by grant aid from the government of Vietnam . An opening ceremony will be held on January 18.

The centre comprises an office, sleeping quarters for athletes, a running track and playing field, a football pitch, a gymnasium and other facilities for sporting events. Up to 200 athletes will be able to train there every day.

Construction is also in progress on the athletes' village, which is located on a 42,000sqm site at the Dongdok campus, National University of Laos. It is scheduled for completion in August.

โดยผู้สื่อข่าวรายงานว่า บริษัท เพชรจำปา แอดเวอร์ไทซิ่ง จำกัด ของลาว ได้เปิดแถลงข่าวและลงนามในบันทึกช่วยจำความร่วมมือและให้การสนับสนุนในการ จัดการแข่งขันกีฬาซีเกมส์ ครั้งที่ 25 แก่บริษัท อาร์เอสบีเอส จำกัด ของไทย ที่โรงแรมดอนจันพาเลซ นครเวียงจันทน์ ของลาว ไปเมื่อวันที่ 9 ก.พ.ที่ผ่านมา โดยมี ดร.พูทอง แสงอาคม รัฐมนตรีประธานคณะกรรมการกีฬาแห่งชาติ และประธานโอลิมปิกแห่งชาติลาว เป็นประธานในงาน พร้อมด้วยท้าวคำมุ้ย แก้วมณี ประธานกรรมการบริษัท เพชรจำปา แอดเวอร์ไทซิ่ง จำกัด และอุปนายกสมาคมฟุตบอลของลาว และนายวรวุฒิ โรจนพานิช กรรมการผู้จัดการบริษัทอาร์เอสบีเอส จำกัด ร่วมในงานครั้งนี้

นอกจากนี้ท้าวคำมุ้ยยังกล่าวอีกว่า สำหรับการแข่งขันกีฬาซีเกมส์ ครั้งที่ 25 ของลาวนั้น ในเบื้องต้นจะมีการแข่งขันกันในระหว่างวันที่ 3-12 ธ.ค.2009 หลังวันชาติลาว คือวันที่ 2 ธ.ค. 1 วัน และชนิดกีฬาที่วางไว้จะมีการชิงชัย 22 ชนิดกีฬา ได้แก่ กรีฑา, กีฬาทางน้ำ (ว่ายน้ำ, กระโดดน้ำ), แบดมินตัน, บิลเลียด, มวยสากลสมัครเล่น, ฟุตบอล, มวยไทย, ตะกร้อ, เทเบิลเทนนิส, เทควันโด, เทนนิส, วอลเลย์บอล, ยิงธนู, โบว์ลิ่ง, แคนู-คยัค, กอล์ฟ, ยูโด, คาราเต้โด, เปตอง, ยิงปืน, มวยปล้ำ และวูซู โดยอาจจะมีกีฬาลูกข่าง กีฬาพื้นบ้านของลาว เป็นกีฬาสาธิต โดยใช้ 2 เมืองหลัก เวียงจันทน์ และสะหวันนะเขต เป็นสนามชิงชัย โดยชนิดกีฬาที่ไม่ได้กำหนดในเบื้องต้นที่สำคัญๆ ก็มีบาสเกตบอล, จักรยาน, ยกน้ำหนัก และปันจักสีลัต ซึ่งคาดว่าน่าจะมีการร้องขอจากชาติสมาชิกเพิ่มเติม แต่อย่างไรก็ตาม ก็ไม่น่าจะเกินอีก 3 ชนิดแน่นอน ซึ่งในส่วนของจักรยาน ถ้ามีการจัดก็อาจนำไปจัดที่หลวงพระบางก็เป็นได้

ผู้สื่อข่าวรายงานอีกว่า สำหรับการก่อสร้างสนามกีฬาหลักเมนสเตเดียมแห่งใหม่ ซึ่งทางเจ้าภาพลาวได้กำหนดก่อสร้างที่กิโลเมตรที่ 16 นอกนครเวียงจันทน์ ขณะนี้ได้มีการปรับพื้นที่มาตั้งแต่เดือน ม.ค.ที่ผ่านมา จากป่าเสื่อมโทรม ให้พร้อมที่จะทำการก่อสร้างได้ บนเนื้อที่ 460 เอเคอร์ โดยจะมีการก่อสร้างเป็นสปอร์ตคอมเพล็กซ์ลึกจากถนนเข้าไป 1 กิโลเมตร เพื่อทำเมนสเตเดียมจุผู้ชม 20,000 คน, โรงยิมเนเซียมอินดอร์ 2 หลัง จุผู้ชมหลังละ 3,000 คน, สนามเทนนิสเซ็นเตอร์คอร์ท 1 คอร์ท และสนามเทนนิส 6 คอร์ท, สระว่ายน้ำจุผู้ชม 2,000 คน, สนามยิงปืน โดยมีรัฐบาลจีนให้ความช่วยเหลืองบประมาณในการก่อสร้างทั้งหมด 100 ล้านเหรียญสหรัฐฯ โดยในวันที่ 13 ก.พ.นี้ จะเริ่มการก่อสร้าง ใช้เวลาประมาณ 2 ปีครึ่ง และจะแล้วเสร็จช่วงกลางปี 2009 ทันแข่งขันในช่วงปลายปี

สาธารณรัฐประชาธิปไตยประชาชนลาว ตามที่ได้รับมอบหมายจากภาคีมนตรีซีเกมส์ให้เป็น เจ้าภาพกีฬาซีเกมส์ ครั้งที่ 25 ในปี 2552 และได้มอบหมายให้ บริษัท เพชรจำปา จำกัด ดูแลในเรื่องการตลาดสิทธิประโยชน์ในการแข่งขันทั้งระบบ รวมถึงดูแลในเรื่องการผลิตสัญญาการถ่ายทอดสด และเป็นที่ปรึกษาในการดำเนินการพิธีเปิด-ปิด กีฬาซีเกมส์นั้น ทาง บริษัท เพชรจำปา จำกัด ได้มีความไว้วางใจในการร่วมมือกับ บริษัท อาร์เอส จำกัด (มหาชน) และ บริษัท อาร์เอส บีเอส จำกัด มอบหมายให้เป็นผู้ดำเนินการในเรื่องดังกล่าว


ล่าสุดเมื่อวันที่ 22 มี.ค. ที่ผ่านมา "เฮียฮ้อ" นายสุรชัย เชษฐโชติศักดิ์ ประธานเจ้าหน้าที่บริหาร และกรรมการผู้จัดการ อาร์เอส และ นายวรวุฒิ โรจนพานิช ประธานกรรมการบริหารอาร์เอส บีเอส ร่วมป็นประธานในการแถลงข่าวการเดินทางมาเยือนไทยของ ดร.พูทอง แสงอาคม รัฐมนตรีประธานคณะกรรมการกีฬาแห่งชาติและประธานโอลิมปิกแห่งชาติลาว พร้อมคณะ ที่ ชั้น 7 อาคารเชษฐโชติศักดิ์ 3

นายสุรชัย กล่าวให้การต้อนรับคณะทีมงานจากลาว พร้อมกับกล่าวว่า "ดีใจที่ทางลาวให้ความไว้วางใจอาร์เอส ในการดำเนินการผลิตการถ่ายทอดสดและดูแลในเรื่องสิทธิประโยชน์ในการแข่งขัน ซึ่งทางบริษัทเองมีความมั่นใจในศักยภาพของบริษัทและทีมงานที่มีคุณภาพ อย่างมากที่จะดำเนินการให้ดีและจะผลิตงานที่ดีในฐานะตัวแทนของไทย"

ขณะ ที่ "บิ๊กวอ" นายวรวุฒิ กุนซือมันสมองของอาร์เอสบีเอส กล่าวว่า "มาถึงตรงนี้ทาง อาร์เอส บีเอส มีความพร้อมอย่างมากทั้งในเรื่องการถ่ายทอดสด ที่มีทีมงานที่มีคุณภาพและมีบุคลากรที่มีประสิทธิภาพสูง อย่าง พ.อ.นเรศร์ อิศราง(กระผม)ร ณ อยุธยา อดีตที่ปรึกษาทีวีพูลมาอย่างยาวนาน ซึ่งมีประสบการณ์มากมายมาร่วมทำงานดังนั้นในการถ่ายทอดสดในซีเกมส์ ครั้งนี้ จะนำเอาระบบถ่ายทอดสดดิจิตอลที่นานาประเทศใช้กันมาถ่ายทอดในซีเกมส์ ที่ลาว ซึ่งผู้ชมจะได้เห็นบรรยากาศทั่วสนาม และภาพจะไม่ล่ม ในกรณีที่ฝนตก ส่วนพิธีปิด-ปิด ได้มอบหมายให้ทีมงานของ "ศุภักษร" ศุภวัฒน์ จงศิริ ในการดำเนินการ ซึ่งขณะนี้ได้คิดโปรเจกต์ในการรับธงต่อจากไทย ในปลายปีนี้เสร็จสิ้นแล้ว"

ในส่วนของสิทธิประโยชน์ ทางอาร์เอส บีเอส ได้ตั้งเป้าหมายไว้ที่ 150 ล้านบาทที่จะดำเนินการหาให้กับลาว ซึ่งขณะนี้มีสินค้าให้ความสนใจติดต่อมาแล้ว 5 ราย ซึ่งรายแรกจะมีการลงนามเซ็นสัญญากันเป็นรายแรกคือ เบียร์ลาว ในราคา 1 ล้านเหรียญสหรัฐฯ จากนั้นสินค้าตัวอื่นจะมีการดำเนินการลงนามกันต่อไป ขณะนี้มีเวลาอีก 2 ปีกว่าเชื่อว่าจำนวนเงิน 150 ล้านบาทอาจจะหาได้มากกว่านี้แน่นอน

ด้าน ดร.พูทอง กล่าวด้วยความอิ่มใจ ว่า "รู้สึกเป็นเกียรติอย่างมาที่ได้บริษัท ที่มีประสบการณ์เข้ามาดำเนินการ ในการเป็นเจ้าภาพซีเกมส์ ครั้งแรกของลาว ร่วมทั้งยังได้รับการสนับสนุนจาก นายสุรชัย ในฐานะตัวแทนของอาร์เอส มอบเงินจำนวน 300 ล้านกีบ หรือประมาณ 1,060,000 บาท ให้การสนับสนุน ในการเตรียมทีมเพื่อเข้าร่วมกีฬาซีเกมส์ ครั้งที่ 24 ที่ จ.นครราชสีมา ในปลายปีนี้ และทางไทยยังเปิดโอกาสให้นักกีฬาฟุตบอลของลาวมาเก็บตัวฝึกซ้อมที่ สนามกีฬาหนองจอก ตั้งแต่วันนี้เป็นต้นไป เมื่อเป็นเช่นนี้ทางลาวมีความมั่นใจว่า ทีมฟุตบอลของลาว จะพัฒนาตัวเองอย่างมาก พร้อมกับตั้งเป้าหมายว่าจะเป็นเป็น 1 ใน 4 ทีมในกีฬาซีเกมส์ ที่ลาวเป็นเจ้าภาพอย่างแน่นอน"

รมต.กีฬาฯ ลาว กล่าวอีกว่า "ในเรื่องความหวังของลาว ซีเกมส์ที่ไทยได้ตั้งเป้าหมายไว้ที่ 5 เหรียญทอง ส่วนซีเกมส์ ครั้งที่ 25 ในอีก 2 ปีข้างหน้าลาวตั้งเป้าหมายเหรียญทองไว้ที่ 15-20 เหรียญทอง ส่วนการเตรียมการอื่นๆ นั้นในเรื่องสนามที่จะใช้ในพิธีเปิด-ปิด จะตอกเสาเข็มในวันที่ 3 เม.ย.นี้ และเชื่อว่าในระยะเวลาที่เหลือนั้นลาวสามารถดำเนินการทันแน่นอน"

การประชุมใหญ่สหพันธ์กีฬาซีเกมส์ ที่โรงแรมดอนจันทน์ นครหลวงเวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว วันสุดท้าย เมื่อวันที่ 13 พ.ย. ที่ผ่านมา ได้ข้อสรุปในส่วนของชนิดกีฬาและเหรียญทอง ที่จะแข่งขันในกีฬาซีเกมส์ ครั้งที่ 25 ซึ่งทางลาวจะเป็นเจ้าภาพจัดในเดือน ธ.ค.ปีหน้า 2009 แล้ว โดยในการประชุมครั้งนี้มี ดร.พูทอง แสงอาคม รัฐมนตรีประจำสำนักนายก รัฐมนตรีของลาว ในฐานะประธานคณะกรรมการโอลิมปิกแห่งชาติลาว เป็นประธาน ส่วนฝ่ายไทยมี พล.ต.จารึก อารีราชการัณย์ รองประธานและเลขาธิการคณะกรรมการโอลิมปิกแห่งประเทศไทยฯ รวมถึง ศ.เจริญ วรรธนะสิน และ นพ.วารินทร์ ตัณฑศุภศิริ 2 มนตรีซีเกมส์ของไทย เข้าร่วมด้วย



เกี่ยว กับสาระสำคัญของการประชุม ศ.เจริญ ได้เปิดเผยว่า ที่ประชุมได้ให้การรับรองชนิดกีฬาและจำนวนอีเวนต์ ที่จะมีแข่งขันในกีฬาซีเกมส์ ครั้งที่ 25 โดย “นครเวียงจันทน์เกมส์” จะมีชิงชัยทั้งหมด 25 ชนิดกีฬา รวม 390 เหรียญทอง ทั้งนี้ในซีเกมส์ครั้งนี้ทุกชาติจะไม่สามารถส่งนักกีฬาเข้าร่วมได้ทุกอี เวนต์ที่มีแข่งขัน เนื่องจากสหพันธ์ซีเกมส์อยากเปิดโอกาสให้แต่ละชาติมีลุ้นคว้าเหรียญรางวัล มากขึ้น และป้องกันการผูกขาดในกีฬาที่ชาตินั้นๆถนัด เช่น เทควันโด มีชิง 9 เหรียญทอง แต่ละชาติจะส่งได้ไม่เกิน 6 รุ่น ตะกร้อ มีชิง 7 เหรียญทอง ส่งได้แค่ 4 ประเภท และยกน้ำหนักมีชิง 8 เหรียญทอง ส่งได้ชาติไม่เกิน 5 รุ่น เป็นต้น

สำหรับ 25 ชนิดกีฬา ที่จะมีชิงชัยในกีฬาซีเกมส์ ครั้งที่ 25 ประกอบด้วย กรีฑา ว่ายน้ำ แบดมินตัน บิลเลียด/สนุ้กเกอร์ มวยสากลสมัครเล่น ฟุตบอล กอล์ฟ ยูโด คาราเต้ เซปักตะกร้อ ยิงปืน เทเบิลเทนนิส เทนนิส วอลเลย์บอล มวยปล้ำ วูซู เทควันโด มวยไทย เปตอง ปันจักสีลัต ฟินสวิมมิ่ง ชัตเติลค็อก จักรยาน ยกน้ำหนัก และยิงธนู


นอก จากนี้ ศ.เจริญยังกล่าวด้วยว่า ในส่วนการขายลิขสิทธิ์ถ่ายทอดสดโทรทัศน์ในกีฬาซีเกมส์ครั้งนี้ ที่ประชุมเห็นชอบในหลักการและอนุญาตให้ลาวดำเนินการได้ แต่เจ้าภาพจะต้องให้บริษัท เพชรจำปา แอดเวอร์ไทซิ่งจำกัด ผู้แทนที่จะมาเซ็นสัญญากับสหพันธ์กีฬาซีเกมส์ ตกลงรายละเอียดกับคณะทำงานสหพันธ์ฯก่อน ซึ่งสหพันธ์ฯได้แต่งตั้งให้ ดร.ชินเป็นประธานคณะทำงานชุดนี้ ส่วนกรรมการคนอื่นก็แล้วแต่ว่า ดร.ชิน จะเลือกใครมาทำงาน ซึ่งเมื่อมาถึงตรงนี้ก็มีความเป็นไปได้สูงที่จะมีการขายลิขสิทธิ์ถ่ายทอดสด ทางโทรทัศน์เป็นครั้งแรกในกีฬาซีเกมส์ ส่วนรายละเอียดด้านการเงินและชนิดกีฬาที่จะมีการเรียกเก็บเงิน ต้องมีการประชุมร่วมกันต่อไป

ความคืบหน้าในการจัดการแข่งขันกีฬาซีเกมส์ ครั้งที่ 25 “เวียงจันทน์เกมส์”

ซึ่งจะมีขึ้นในระหว่างวันที่ 9-18 ธ.ค. ปีหน้า 2009 ที่นครเวียงจันทน์ สาธารณรัฐประชาธิปไตยประชาชนลาว โดยเจ้าภาพได้กำหนดไว้ เรียบร้อยว่าจะมีการชิงชัย 25 ชนิดกีฬา 390 เหรียญทอง

เจริญ วรรธนะสิน มนตรีซีเกมส์ของไทย ที่เดินทางกลับจากการไปเข้าร่วมประชุมสหพันธ์กีฬาซีเกมส์ เมื่อระหว่างวันที่ 11-13 พ.ย.ที่ผ่านมา ที่นครเวียงจันทน์ เปิดเผยว่า แม้ว่าในเรื่องของชนิดกีฬา ซึ่งในส่วนของเทนนิสกับซอฟท์เทนนิส ที่ดูเหมือนจะเป็นคนละกีฬา แต่มารวมกันเป็นกีฬาเดียวกัน ยังหาข้อยุติไม่ได้ แต่โดยรวมแล้วหลังจากนี้ไป เมื่อเจ้าภาพได้กำหนดชนิดกีฬา และเหรียญรางวัลแล้ว ก่อนหน้าการแข่งขัน 12 เดือนตามระเบียบ ก็จะได้ส่งคู่มือการแข่งขัน หรือเทคนิคเคิ้ลแฮนด์บุค ไปยังชาติสมาชิกต่างๆรวมถึงไทยเรา เพื่อให้ทราบว่าจะมีการแข่งขันชนิดและประเภทกีฬาใดบ้าง อันจะได้มีการเตรียมนักกีฬาเข้าร่วมการแข่งขันต่อไป

มนตรี ซีเกมส์ไทยกล่าวต่อว่า จากกฎข้อใหม่ของสหพันธ์กีฬาซีเกมส์ ที่มีการจำกัดให้แต่ละชาติส่งนักกีฬาเข้าแข่งแต่ละชนิดกีฬาไม่ครบจำนวน เพื่อป้องกันการผูกขาด เช่น มวยสากลสมัครเล่นที่มีชิงรวม 16 เหรียญทอง แต่ละชาติส่งนักกีฬาชายได้ไม่เกิน 6 รุ่น หญิง 6 รุ่น หรือจะเป็นตะกร้อ ที่มีชิง 8 เหรียญทอง ก็ส่งนักกีฬาชายได้ 3 ประเภท และหญิง 3 ประเภท ตรงนี้ที่ประชุมมีการคิดกันว่าน่าจะส่งผลดีหลายอย่าง น่าจะทำให้สีสันของกีฬาซีเกมส์มีมากขึ้น การแย่งกันเป็นเจ้าเหรียญทอง จะมีรสชาติ สูสีกันมากกว่าเดิม

“ข้อ ดีอีกอย่างของการมีข้อกำหนดนี้ขึ้นมา จะทำให้จำนวนของนักกีฬา เจ้าหน้าที่ลดลงด้วย อันจะเป็นการสะดวกต่อเจ้าภาพที่จะจัดการในเรื่องที่พักได้ง่ายขึ้น แต่อย่างไรก็ตาม ก็อาจจะหลีกเลี่ยงไม่ได้ที่บางอีเวนท์ ของแต่ละชนิดกีฬา จะมีนักกีฬาเข้าร่วมน้อย จนอาจทำให้ เหรียญที่มีการกำหนดไว้แล้วที่ 390 เหรียญทองลดลงจากเดิมได้” ศ.เจริญ กล่าว

ต่อ ข้อถามที่ว่า ลาวจะใช้เมืองใดบ้างในการจัดซีเกมส์ครั้งนี้ ศ.เจริญกล่าวว่า จากการประชุมครั้งที่ผ่านมา ทราบมาว่าทางลาวจะใช้นครหลวงเวียงจันทน์เพียงเมืองเดียว ในการจัดการแข่งขัน จะไม่มีสนามที่เมืองหลวงพระบาง และปากเซ ตามที่มีข่าวไปก่อนหน้านี้แต่อย่างใด ทั้งนี้ จากที่มีหลายฝ่ายกังวลว่าเจ้าภาพจะจัดการแข่งขันไม่ดี จากที่ได้ไปสัมผัสและเห็นมา ต้องบอกว่าทางลาวมีความตั้งใจเป็นอย่างมาก จึงมั่นใจว่าซีเกมส์ครั้งนี้จะออกมาดีและประทับใจทุกชาติแน่นอน

“ส่วน เรื่องการจะขายลิขสิทธิ์โทรทัศน์ในซีเกมส์ ให้ชาติสมาชิกเป็นครั้งแรก ซึ่งที่ประชุมสหพันธ์ซีเกมส์ ให้ความเห็นชอบไปแล้ว เพียงแต่ต้องมีการตกลงกันในรายละเอียดกันต่อไปนั้น ในเรื่องนี้ผมไม่ได้มีข้อขัดข้องอะไร หากทุกอย่างมีความชัดเจนและตรวจสอบได้ ไม่ว่าจะเป็นในเรื่องของอัตราค่าลิขสิทธิ์ ส่วนแบ่งที่เจ้าภาพจะได้รับ และส่วนแบ่งที่สหพันธ์ซีเกมส์จะได้รับ หากประเด็นเหล่านี้มีการชี้แจงออกมาได้ ก็ไม่มีปัญหาแต่ อย่างใด” ศ.เจริญกล่าวในตอนท้าย

ซีเกมส์ กำเนิดมาจากกีฬาแหลมทองและกีฬาแหลมทองได้เกิดขึ้น ที่ไทยโดยคนไทย
และ มาสิ้นสุดที่ไทยก่อนที่จะกลายเป็น “ ซีเกมส์ ” ด้วยเหตุผลดังนี้ กีฬาแหลมทอง กำเนิดขึ้นเมื่อประมาณปลายปี ๒๕๐๐ ด้วยการริเริ่มของคุณหลวงสุขุมนัยประดิษฐ์ โดยในระยะนั้นประเทศไทยกับประเทศเพื่อนบ้านใกล้เคียงได้มีการติดต่อทางการ กีฬากันเป็นประจำ โดยเฉพาะพม่าได้มีสาส์นเชิญประเทศไทยให้ส่งนักกีฬาไปร่วมแข่งขัน ฟุตบอล รักบี้ แบดมินตัน ลอนเทนนิส มวยสากล บาสเกตบอล เป็นประจำเกือบจะเรียกว่า เป็นประเพณีก็ว่าได้ ด้วยเหตุนี้ คุณหลวงสุขุมนัยประดิษฐ์ ขณะนั้นดำรงตำแหน่งรองประธานคณะกรรมการโอลิมปิกแห่งประเทศไทย จึงได้เกิดความคิดขึ้นมาว่า “ น่าจะจัดแข่งขันกีฬาระหว่างชาติในกลุ่มแหลมทอง” ขึ้นในลักษณะคล้ายคลึงกับ “ เอเชี่ยนเกมส์ ” หรือ “ โอลิมปิก ” เพราะประชาชาติที่อยู่ในภาคพื้นนี้มีความเป็นอยู่ อากาศและรูปร่างคล้ายคลึงกันมาก ทั้งนี้เพื่อเป็นการยกระดับมาตรฐานการกีฬาของชาติในกลุ่มแหลมทองให้สูงขึ้น เพื่อเตรียมเข้าร่วมแข่งขันกีฬาเกมใหญ่ ๆ เช่น เอเชี่ยนเกมส์ โอลิมปิกเกมส์ และเพื่อ “ สร้างสรรค์ความสัมพันธ์ไมตรีและความร่วมมือระหว่างชาติเพื่อนบ้านกลุ่มแหลม ทอง ”

ปี ๒๕๐๑ คุณหลวงสุขุมนัยประดิษฐ์ ได้นำความคิดเห็นของท่านฝากไปกับ ม . ร . เดฟ คิชเตอร์ ผู้ฝึกสอนกิตติมศักดิ์ของสมาคมกรีฑาไทยที่จะเดินทางไปประเทศเขมร เวียตนาม เป็นการส่วนตัว ระหว่างวันที่ ๘ – ๑๔ กุมภาพันธ์ ๒๕๐๑ เพื่อได้ปรึกษาซาวเสียงประเทศเหล่านั้นดูปรากฏว่าทั้งเขมร เวียตนาม ในสมัยนั้นได้สนับสนุนความคิดริเริ่มของคุณหลวงสุขุมนัยประดิษฐ์อย่างเต็ม ที่ ต่อมาคุณหลวงสุขุมนัยประดิษฐ์ จึงได้นำความคิดเห็นของท่านที่จะจัดแข่งขันกีฬาระหว่างชาติในกลุ่มแหลมทอง รวมทั้งที่ได้รับการสนับสนุนจากชาติเพื่อนบ้าน เสนอเป็นการปรึกษาต่อที่ประชุมคณะกรรมการโอลิมปิกครั้งแรก
เมื่อวันที่ ๒๒ กุมภาพันธ์ ๒๕๐๑ ซึ่งที่ประชุมได้พิจารณาแล้วรับหลักการเห็นควรให้จัดการแข่งขันครั้งแรกที่กรุงเทพฯ
ใน เดือนธันวาคม ๒๕๐๑ พร้อมกับได้มอบให้ คุณหลวงสุขุมนัยประดิษฐ์ นายกอง วิสุทธารมณ์ และนายสวัสดิ์ เลขยานนท์ เป็นผู้ดำเนินการวางโครงการและรายละเอียดต่อไป และได้รับ อนุมัติจากคณะรัฐมนตรีในโอกาสต่อมาในระหว่างการแข่งขันเอเชี่ยนเกมส์ ครั้งที่ ๓ ที่กรุงโตเกียว ประเทศญี่ปุ่น เมื่อเดือนพฤษภาคม ๒๕๐๑ คณะกรรมการโอลิมปิกแห่งประเทศไทยได้ตั้งคณะกรรมการขึ้นชุดหนึ่งประกอบด้วย คุณหลวงสุขุมนัยประดิษฐ์
นายกอง วิสุทธารมณ์ นายสวัสดิ์ เลขยานนท์ เป็นผู้แทนไทยเดินทางนำข้อเสนอแนะการจัดการแข่งขันกีฬาระหว่างประเทศในกลุ่ม แหลมทองไปหารือ ปรึกษาระหว่างชาติในภาคพื้นแหลมทองขึ้นที่โตเกียวประเทศที่เข้าร่วมประชุมมี ไทย พม่า มาเลเซีย ลาว กัมพูชา และเวียตนาม ที่ประชุมเห็นชอบและมีมติให้ใช้ชื่อการแข่งขันนี้ว่า “ กีฬาแหลมทอง ” เพื่อเป็นเกียรติแก่ประเทศไทย จึงให้จัดขึ้นครั้งแรกที่ประเทศไทย
ในปี ๒๕๐๒ การพิจารณากัน เมื่อวันที่ ๑๙ มิถุนายน ๒๕๐๑ อีกครั้ง และมีความเห็นว่าเพื่อให้มีการเตรียมการให้ทันจึงให้เลื่อนการแข่งขันไปเป็น เดือนธันวาคม ๒๕๐๒พร้อมกันนั้นได้ตั้ง พ . ท . เอิบ แสงฤทธิ์ , ดร . คลุ้ม วัชโรบล และนายแพทย์บุญสม มาร์ตินเป็นผู้คิดงบประมาณค่าใช้จ่ายในการแข่งขันครั้งนี้ด้วย ต่อมาได้มีการแต่งตั้งให้ พล . ท . ประภาส จารุเสถียร ( ยศในสมัยนั้น ) ซึ่งดำรงตำแหน่งประธานคณะกรรมการโอลิมปิกแห่งประเทศไทย เป็นประธานมนตรีสหพันธ์กีฬาแหลมทองคนแรก และคุณหลวงสุขุมนัยประดิษฐ์ เป็นประธานคณะกรรมการจัดการแข่งขัน


ข้อหารือและมติในการประชุมที่โตเกียว ๒๒ พฤษภาคม ๒๕๐๑
๑. ผู้แทนที่เข้าร่วมประชุมมีความยินดีและเห็นชอบในหลักการที่จะเข้าร่วม การแข่งขันกีฬาแหลมทอง
บางประเทศแถลงการแข่งขันกีฬาระดับนี้เป็น กรณีระหว่างประเทศ ซึ่งจะต้องขอรับความเห็นชอบจากรัฐบาลของตนก่อน
๒. ที่ประชุมมีมติให้จัดการแข่งขันกีฬานี้ทุกๆ ๒ ปี เพื่อให้มีขึ้นในระหว่างระยะเวลาการแข่งขันเอเชี่ยนเกมส์ และโอลิมปิค ที่ประชุมรับทราบข้อเสนอให้มีการแข่งขันกีฬาเป็นครั้งแรกที่กรุงเทพฯ ในปี ๒๕๐๒
๓. ให้มีการจัดทำธรรมนูญขึ้นโดยเร็วที่สุดที่จะเร็วได้
๔. สหพันธ์กีฬาแหลมทองจะประกอบด้วยผู้แทนของประเทศภาคี ประเทศละไม่เกิน ๓ คน มนตรีสหพันธ์ที่ได้รับการแต่งตั้งเหล่านี้จะมีการประชุมก่อนการแข่งขันแต่ละ ครั้ง
๕. ประเทศไทยเสนอให้มีการแข่งขันกีฬา ๑๒ อย่าง คือ ฟุตบอล บาสเกตบอล ยกน้ำหนัก วอลเลย์บอล
มวยสากล แบดมินตัน ลอนเทนนิส จักรยาน ( ประเภทถนน ) ว่ายน้ำ เทเบิลเทนนิส และยิงปืน
๖. ให้กรีฑาเป็นกีฬาบังคับ ส่วนกีฬาอื่นให้เลือกได้แต่ต้องมีประเทศที่ เข้าร่วมการแข่งขันไม่น้อยกว่า ๓ ประเทศด้วยกัน
๗. ภาคีแต่ละประเทศจะต้องจ่ายค่าเดินทางไปยังกรุงเทพฯ และกลับเอง ถ้าเดินทางด้วยรถไฟ ประเทศไทย
จะพยายามจัดรถพยาบาล จัดรถพิเศษ และลดราคาค่าโดยสารให้ทีมต่างๆ นั้นในช่วงที่อยู่ประเทศไทย
๘. คณะกรรมการจัดการแข่งขันจะให้มีที่พัก อาหาร และพาหนะภายในประเทศ และภาคีแต่ละประเทศ
จะต้องเสียค่าที่พัก อาหาร ให้นักกีฬาและเจ้าหน้าที่คนละ ๘ เหรียญต่อวัน เพื่อช่วยค่าใช้จ่าย ตามที่เคยปฏิบัติในเอเชี่ยนเกมส์
๙. จะมีพิธีเปิดและพิธีปิดการแข่งขัน
๑๐. ระยะการแข่งขันมีกำหนด ๕ วัน คณะนักกีฬาที่เข้าร่วมการแข่งขันอาจมาพักอยู่ได้ ๕ วัน ก่อนวันที่ทำการแข่งขัน
๑๑. ได้มีการหารือและพิจารณาธงเครื่องหมายของกีฬาแหลมทองด้วย
๑๒. ภาคีประเทศจะจัดให้มีการจุดไฟพิธีในประเทศของตนและนำมารวมกัน ที่กรุงเทพฯ ในพิธีเปิดการแข่งขันจะมีผู้ถือคบไฟ ๖ คน จากประเทศที่เข้าร่วมการแข่งขันประเทศละ ๑ คน ซึ่งจะได้มาจุดพร้อมกันที่กระถางไฟพิธี
๑๓ . ได้มีการหารือในการจัด “ ตะกร้อ ” เป็นกีฬาแสดงการแข่งขันกีฬาแหลมทองครั้งแรกเดิมกำหนดว่าจะลงแข่ง เดือนมกราคม ๒๕๐๒ ต่อมาคณะกรรมการโอลิมปิกแห่งประเทศไทย ได้มีการพิจารณากัน เมื่อวันที่ ๑๙ มิถุนายน ๒๕๐๑ อีกครั้ง และมีความเห็นว่าเพื่อให้มีการเตรียมการได้ทันจึงให้เลื่อนการแข่งขันไปเป็น เดือนธันวาคม ๒๕๐๒ พร้อมกันนั้นได้ตั้ง พ . ท . เอิบ แสงฤทธิ์ ดร . คลุ้ม วัชโรบล และนายแพทย์บุญสม มาต์ติน เป็นผู้คิดงบประมาณค่าใช้จ่ายในการแข่งขันครั้งนี้ด้วยต่อมาได้มีการแต่ง ตั้งให้ พล . ท . ประภาส จารุเสถียร ( ยศในสมัยนั้น ) ซึ่งดำรงตำแหน่งประธานคณะกรรมการโอลิมปิกแห่งประเทศไทย เป็นประธานมนตรีสหพันธ์กีฬาแหลมทองคนแรก และคุณหลวงสุขุมนัยประดิษฐ์ เป็นประธานคณะกรรมการจัดการแข่งขัน

กีฬาซีเกมส์ (Southeast Asian Games หรือ SEA Games) เป็นการแข่งขันกีฬาของกลุ่มประเทศในเอเชียตะวันออกเฉียงใต้ 11 ประเทศ โดยจัดขึ้น 2 ปีต่อ 1 ครั้ง การแข่งขันดำเนินตามกฎข้อบังคับของสมาพันธ์กีฬาแห่งเอเชียตะวันออกเฉียงใต้ (Southeast Asian Games Federation) โดยได้รับการสนับสนุนจากคณะกรรมการโอลิมปิกสากล (International Olympic Committee หรือ IOC) และสภาโอลิมปิกแห่งเอเชีย (Olympic Council of Asia)

แต่เดิมเรียกกีฬาซีเกมส์ว่า กีฬาแหลมทอง จนกระทั่งปี 2520 ได้เปลี่ยนชื่อมาเป็น ซีเกมส์ เหมือนในปัจจุบัน

กีฬาซีเกมส์ นั้นเดิมเรียกว่า กีฬาแหลมทอง (Southeast Asian Peninsular Games) หรือ เซียปเกมส์ (SEAP Games) ครั้นเมื่อวันที่ 22 พฤษภาคม พ.ศ. 2501 (ค.ศ. 1958) ประเทศสมาชิกในภาคพื้นเอเชียตะวันออกเฉียงใต้ได้เข้าร่วมแข่งขันกีฬาเอเชียนเกมส์ ครั้งที่ 3 ณกรุงโตเกียว ประเทศญี่ปุ่น และได้จัดประชุมตกลงที่จะก่อตั้งองค์กรการกีฬาขึ้น

กีฬาแหลมทองนั้นได้รับการเสนอแนวคิดจากหลวงสุขุมนัยประดิษฐ และยังเป็นผู้ก่อตั้งองค์การส่งเสริมกีฬาแห่งประเทศไทย ซึ่งก็คือ การกีฬาแห่งประเทศไทยในปัจจุบัน ซึ่งต่อมาได้เป็นรองประธานคณะกรรมการโอลิมปิกแห่งประเทศไทย ข้อเสนอนั้นมีอยู่ว่า การจัดการแข่งขันกีฬาจะช่วยสนับสนุนความร่วมมือ ความเข้าใจ และความสัมพันธ์ในบรรดาประเทศต่างๆ ในภูมิภาคเอเชียตะวันออกเฉียงใต้

ประเทศไทย, พม่า, มาเลเซีย , ลาว, เวียดนาม และกัมพูชา (และสิงคโปร์มา ร่วมในภายหลัง) ถือเป็นสมาชิกผู้ก่อตั้ง ประเทศเหล่านี้มีความตกลงร่วมกันที่จะจัดการแข่งขันกีฬาขึ้นแบบสองปีครั้ง และได้จัดตั้งคณะกรรมการสหพันธ์กีฬาแหลมทองขึ้น (SEAP Games Federation Committee)

กีฬาแหลมทองครั้งแรกจัดขึ้นที่กรุงเทพมหานคร ระหว่างวันที่ 12 - 17 ธันวาคม พ.ศ. 2502 (ค.ศ. 1959) โดยมีเจ้าหน้าที่และนักกีฬาเข้าร่วมการแข่งขันทั้งสิ้น 527 คน จากประเทศไทย, พม่า, มาเลเซีย, สิงคโปร์, เวียดนาม และลาว โดยมีกีฬาทั้งหมด 12 ชนิด

ในการแข่งขันกีฬาแหลมทองครั้งที่ 8 เมื่อ พ.ศ. 2518 (ค.ศ. 1975) สมาพันธ์กีฬาแหลมทองมีมติให้รับประเทศอินโดนีเซีย และฟิลิปปินส์เข้าร่วมเป็นสมาชิกแข่งขันด้วย และได้บรรจุเข้าเป็นประเทศสมาชิกแข่งขันอย่างเป็นทางการเมื่อ พ.ศ. 2520 (ค.ศ. 1977) และในปีเดียวกันนั้นสมาพันธ์ฯ ก็ได้เปลี่ยนชื่อเป็นสมาพันธ์กีฬาแห่งเอเชียตะวันออกเฉียงใต้ (Southeast Asian Games Federation หรือ SEAGF) และเรียกการแข่งขันว่า ซีเกมส์ (Southeast Asian Games) ประเทศบรูไนนั้น ได้เข้าร่วมแข่งขันในกีฬาซีเกมส์ครั้งที่ 10 ที่กรุงจาการ์ตา ประเทศอินโดนีเซีย และประเทศติมอร์ตะวันออกเป็นประเทศล่าสุดที่เข้าร่วมการแข่งขันซีเกมส์ โดยเข้าแข่งขันครั้งแรกในกีฬาซีเกมส์ครั้งที่ 22 ณ กรุงฮานอย ประเทศเวียดนาม
